windows desktop manager?

I'm new to Vista.  what is the desktop manager and how do I start it?

Is it available in Home Basic?

Click Start, All Programs, then Administrative Tools (or go to the Control Panel and select Admin Tools then select Services)  Select Services and look for Desktop Window Manager.  If it's not running, select DWM and right click and select Start.  Right click again and select Properties.  In the Start Up Type field select Automatic.  Exit out of all programs, restart the computer and it should start, well, automatically.  According to BlackViper.com, it is available on Home Basic and Home Premium.

Yes Desktop Manager is available in Vista Home Basic.
