Need Help minimizing windows into Toolbars??

First of all I"ve been searching for programs like these for quite a while, so thank you all for this. On certain screenshots of desktops I have seen multiple times what appears to be 'hanging' or 'floating' toolbars. As if a window was 'scrolled' up into it. A good example would be 'Slider Pink ?' located at https://www.wincustomize.com/skins.aspx?skinid=21132&libid=13. Maybe they're called sliders then huh. I'm using Object Destop, all apps. included, is this something I can do? At first I thought it might be a setting in Widowblinds that I'm not finding, but I'm not finding it...
so, I thought it might be a 'Desktop Object' custom made from scratch. What am I missing here? Please help me figure out what these thing are.

Open the WindowBlinds Configuration screen and click on "Settings" then at the bottom under "Titlebar settings" select "Rollup/Down Window" for Action to take when double clicking or right clicking on a titlebar.
