How do you get sound themes to work (a newbie)

I have downloaded the the startreck sound theme to replace the default sound theme on my windows xp. I have installed a few other customization changes but those all used idiot proof software (which is why I got it to work) and this one doesn't have a "required software" tab for me to conveniently right click. So... what do I do?
(PS I couldn't find a tutorial for this on your forums, but I did look)
