IconPackager 4 Impulse

I am trying to install IconPackager 4 version 4.09, from impulse. When I click update nothing happens, however available update is still viewable in impulse under updates. I reviewed the license and good until 2009, I have no problems downloading and installing other apps from impulse.
Any Ideas?
