Need a little help with system color configuration

Could anyone tell me which one of the system colour setting applies to the start menu items?
Specifically the colour that flashes, say, for when you receive a message on msn?

Do you mean taskbar, the flashing taskbar button is an image not a system color. You would need to edit image using SkinStudio and a graphics app.
Not sure there is one.
Most of the system colors are for unskinned classic style dialogs and buttons.
