NSA bootskin not working

Hi,
I'm new to the site and so far I love it! You guys are great artists an the work you do is phenomenal!
I have a question though...
I have downloaded several bootskins which have worked great so far...Star Trek 11 Enterprise by I.R Brainiac, Everboy Dies by Callistonian-Wolf etc...
But when I download an try to use National Security Agency by u2r2h and apply it an reboot I get this big nasty green dotted screen that's huge where clearly somethings not working right.
I noticed the other bootskins are all 72 dpi where NSA is 92 dpi. Could this be the reason? From what I understand 72 dpi is the max that will be recognized.
Can anyone help me with this? I'd really like to use this skin.

seems to be the colours of progress bar.
reset it in bootskinbuddy and should work ok.
