error loading cache.dll---in icon packager

hello everyoe i just recently upgraded my motherboar therefore i refomart my hd
when i re-install icon packager iam getting the error:
error loading cache.dll file - please reinstall program - Some of the icons load but not all of them.
is there any fix for this???
