If you have all the current updates for Object Desktop then you already have the latest updates.

Forget about SDC for the time being.
1 Download & Install Impulse from the link provided in reply 1 above.
2 Open Impulse & select the My desktop tab at top.
3 Select Icon Packager.
4 Uninstall Iconpackager
5 Reinstall Icon Packager from Impulse
6 Run Icon Packager and the version will now have the new interface.
This is what worked for me. I tried installing IP from SDC several times & could not get the new interface eventhough I was getting the most current update from SDC. Hope that helps...that is what worked for me.
