Icons in explorer keeps changing from Windows Default to Customized (.ip)

Example when I freshly reboot my laptop the icons in desktop and start menu are changed EXCEPT for the icons in explorer (folder, drive, etc icons), they are windows default icons. I went into IP and loaded the package and applied it again and nothing changes. The icons in explorer are still windows default.
SOMETIME when my screensaver logs me off and I logged back in and the icons in explorer are the icons of package that I applied. AGAIN when the screensaver starts agains after that the icons in explorer reverts back to windows default (desktop and start menu icons is still customized) when I logged back in.
Edit: actually when writing this and opening IP several times, for testing, the icons in windows explorer keeps changing from the .ip icons to windows default icons and vice versa, without me logging on or off. And without me pressing Apply or OK. WEIRD!!
