Creating A theme

OK so I want to create a theme. But I got a few questions.
Do i need the full versoin of windows blinds?
if not what program can I use to make one?
And how do I do it?

no but it helps so you can apply and test the skin
any decent graphics program that handles bmp, png, tga
and
Skin Studio - lots of skins here were made with the free versions
trial, error, patience, perseverance, posting questions and perusing the Wiki tutorials.

Is there a way I can view the theme with out WB? I Dont have the full version the demo thing.
