you can try the Gimp it's a free graphics editor

You can create skins in almost any graphics program. Google bootskin tutorial and you'll get other tutorials that may assist.

Open in image viewer resize to 640 x 480
Decrease colour depth to 16 colours
saveas BMP
open BootSkinBuddy import your picture
copy background colour to progress bar
position progress bar
hit show full screen preview and if ok export it
once folder opens click icon and it will then show up in Bootskin

and if yes, did you pressed the button to make the color palette of the wall exactly like the progress bar?

If you did all in post #8 will work screenshot of it in BootSkinBuddy
shows where to click to copy colours across to bar so looks good when you preview it
