Sounds like a lot of effort for something that's not on the screen for very long.

Yeah it could, but logons are a part of the overall system sign on and boot up process. Making logons and bootskins are a part of the overall customizing of the the GUI and computer experience. Having said that not all parts lend it's self to customiziation.
