Screen shots are based on the creators screen resolution. If you're using 1600x1200 and you make a screen shot it will be 1600x1200. If someone with a 1280x1024 resolution downloads it they will have to scroll in order to see it all. Now a user who has a good conscience might use a graphics program to change the SS to 1024x768 as almost everyone will use at least that resolution. Having a 2048x1600 SS reduced to 1024x768 will definitely effect the quality in a negative way.

You sure about that? I didn't think reduction degraded quality.

Depends on how far you reduce the quality. The bigger the gap, the worse the screenshot will be. Screenshots have to be of a decent quality so people who click on them can clearly see what is on the screen.

Yep, reduction requires removing pixels. Any time you remove pixels you lose quality.
It may not be easily noticed but the degradation is a fact.
Many people aren't aware that (in most cases) every time you save a jpg you lose quality. It's a "lossy" format which uses methods which remove pixel information in order to compress file size.
