Help window blinds isnt working!

Ok so im trying out window blinds 6 on my pc witch is as follows.
Intel core2 duo E6600 stock 2.4 OC'd 3.2(stable)
Gigabyte 965p-DQ6 mobo
4GB DDR2-800 G.skill ram
HIS X1950 pro (GPU by ATI/AMD)
WD 160 & 80 GB drives
configured for dual boot with windows vista ultimate & windows xp profesional
AHCI active in bios settings.
OK so i went a lil over board in discription anyway now for the problem. I try to skin vista ultimate to a really cool skin iv used in xp & i try to skin vista to a few dozen other themes just to make sure its not the single skin. So the scrren dose its thing where it blurrs out for a minute when applying whatever theme. Then lo-and-behold aero is turned off sure but it isnt my theme I just apply'd rather all thats happend is my theme has switch to windows classic theme (YAY for the windows 95-2k look...NOT!). This computer is my baby I built & configured it. I most defintly am not a noob on computers. However on this my skills are at a loss.

Well i solved my own problem. I had just finished a fresh install of both xp & vista over due & i wanted to rearrange my partions. Anyway i had installed java/flash/shockwave but alas i forgot the ALMIGHTY directx 9.0c as soon as i installed that & tried agine it worked. Just for the hell of it Killajosh here you go!
