The best path is to privatly alert the original author. They can conttact the ripper and try to resolve it. If that doesn't work the author should contact a mod through PM or email with data to back up ownership. The mods can handle it at that point.

Notify a Mod through the PM system or email so as not to cause a problem where there might not be one.

Sometimes we see the same skin twice and inadvertently overlook/miss the change of uploader name, assuming the second was/is just an amendment/variation of the first.
I didn't even notice the name in the ini file....
