Another Way
I have found another solution to having animated wallpapers on non ultimate versions of vista

This solution is not as good as dream sceane but it has similair functions. Ok it is called desktop slideshow. It is available for download on windows gadget gallery. on normal use it will work as a little slideshow on the sidebar and change your wallpaper acasionaly. but if you drag a movie or a animated .gif it will play the movie or .gif as the screensaver. It gets rid of all icons so i would suggest getting object dock if you want to make this a permanent soloutions. It seems to work really well. You can even drag music onto it and it will play it. hope you enjoy.
