I've used black vipers XP services page, and now I found a VISTA services page. I figured since VISTA runs so many services that I had to spread the word on an excellent page deciphering them all. BlackViper lists all the services, what they do, and what he considers to be a SAFE action for most users. He also lists what his system services are set to.

I find it best to turn ALL Vista services off...by booting back into XP.

at least you get a full fledged streamlined modern OS without any overhead running.
I doubt you can use the full potential of your 4 GB Ram and 64 bit processor with DOS.

Have you tried TweakVista? It sets a bunch of resources based on the type of person you are / purpose of using the PC.
