Can't Drag Some Shortcuts

I'm populating a tabbed dock by dragging things from my regular "quick launch" area.  The first one I tried did not work!  Others did, so something funny here.  This is a shortcut for the 4NT command prompt.  I can drag it to the desktop, so it's not the shortcut itself refusing to copy.

Target: "C:\Program Files\4nt\4nt.exe".  All the options are default except under "Layout" I maxed out the screen buffer height to 999.

No error message.  It sets up for dragging, and even makes room as I point.  But when I release the button, nothing shows up.

More info: Most of them don't work, in that they will not drag onto the tabbed dock.

More more info: So I try and do it the hard way. I right-click and "Create new shortcut item". Properties dialog box appears. I paste "C:\Program Files\4nt\4nt.exe" (with quotes) into the Link line, and OD+ crashes.
