Background color changes to default on restarts.

My background color changes back to the default windows XP blue' color after I restart / shutdown my computer? Any one else have this problem.
My background wallpaper stays.

if it's WB, the background color is tied to the WB theme

Open the skin in skin studio, go to misc > colors > edit the background - desktop.
