Doing right click on windows desktop on top left part brings objectdocks menu

I am using Windows Vista. Didn't have this issue in windows xp. The problem is that if I right click the mouse on the desktop near the top left part, I get the object dock menu, as if I am clicking the object docks, but the mouse is very far from the dock.
Is this an issue with Windows Vista?
