Just guessing here..
It was probably approved for your Wincustomize site gallery and not the libraries (they are different from each other). You haven't set up a personal Wincustomize site yet so it can't be seen.

Your guess is correct...
Uvah ....you'll need to setup a personal page so it can be viewed...
