blending my icons in my wallpaper?

I want to make my icons blend in my wallpaper...

I know its poss. but how, what program lets me blend my desktop icons in to my wallpaper, making it as one,"like maybe icons bubbling out of the water" . sorry to asks such a dumb question, Ive read alot about a lot of captions on other desktops/downloads/ and none give me the feeling that they are it. And Im not the type to download any/eveything for nothing! so if you could help me I would be most greatful! thankyou!.

I'm not sure haven't never really used it, resource hungry, but maybe windowsfx can adjust the transparency or try iconx

What you describe needs to be done with art, not tool.
Take a look at Tiggz Killer weather widget.
He made the embedded and extruded versions using shadows and light (with transparencies).
