I'm a level 4 user. How can I rate a skin with a certain number of stars? Where do I go to do this?

Thank you, but I've tried that but nothing happens. Someone else told me that I need to be a Subscriber - Level 5. Right now I'm a level 4.

You need to be an apprentice or higher or a subscriber.

I'm the one who told you, but on your other thread called How Do I Rate WindowBlind Skins? and in an email yesterday. And unless it has just changed recently, it is still true.
