How To Install Themes

Ok, I've downloaded the "Moonlight Theme." Now I'm trying to figure out how to install it and put it in use. Any help is appreciated

Question: I have installed vistastyle and i made it how i want, taskbar, items on desktop etc, how do i save these to show up exactly like i edit them when i restart my pc? everytime i turn it on it changes.
Also how do you log off user with vistastlye (change pc users) ?

Umm is vista style for Windows Vista Machines or is that just a name?
