Design a Theme

Hi all,
I need help!! I am in need of a full theme for a interactive computer workstation. It will be accessible to the public and needs to have limited control of the system features.
What I am looking for is something that is customizable, yet lockable. Only a few interactive programs will be installed on the machine for people to choose from, and they are self supporting.
There is no need for system interaction as I stated, but a current time and day would be nice, and if possible a moon phase gadget, showing the current phase of the day.
The overall theme of the design should be something with space, but minimal on the fiction please.

I wouldn't get your hopes up about the entire theme, though it might happen since there's not too much being asked for...
