Icon wont load into icon packager

Running windows xp but icon packager wont load the icon packages because it states that the windows XP Classic start menu cannot be changed. States limitation wit operating system. C

right click 'start' or the taskbar, properties and switch from 'classic start menu' to 'start menu'
