How can I change the background of the icons to transperant?.

It's already checked ..
And when I uncheck it .. and then check it again .. it's still like that ..

uncheck - lock web items

'view system information' (on the left)
'advanced' tab
'performance''settings'
'visual effects' tab
scroll down and put a check mark on 'use drop shadows for icon labels on the desktop'
