Need help downloading "Q's Windows Generation"

I am trying to download a desktop skin, "https://www.wincustomize.com/ViewSkin.aspx?SID=1&SkinID=3564&LibID=31". But when I download it, my computer doesn’t recognise the file type. Does any one know how I can install and use this skin?

All the galleries have a description box.
In the description box you will find links to get any necessary software to run/apply items from that gallery.
