I cant change the color!

Hi, I've been playing around with Pixtudio's Noire skin for my own personal use, and I would like to know if there is a command to change the color of the more programs background mouse over. Is there a way to change this color?

It is the Selected Item Highlight color. Because of the quirkiness of the All Programs Item, many skinners choose not to use a graphic for the mouseover state in the Start Panel, in which case the Selected Item Highlight color gets used by default. You can change it in the Classic Colors section of SkinStudio.

In SkinStudio, go to Miscellaneous -> Colors in the tree on the left. Then, in the attributes list on the right, find Menus -> Menu Hilighted background (XP Only).

This color applies to all highlights on the Start Menu, although the Places, Programs, and Logoff/Shutdown button highlights can be overridden with a highlight background image.
