Maybe you should try to find an object that does something similar and try to contact the author for some help.

I do have a rough concept (don't know if it'll work yet)
1. Have an object with a timer that checks the time/day and when to pop up the fact box with a new fact.
-Something small that looks like an icon on your desktop.
-Manually, on Left-Click it should make the fact box visible.
2. Have a fact box object.(basically a background image) It remains invisible until it's time to pop up or the icon is clicked.
-This would parent the forward/back buttons and the close button.
-I would make the facts (or text) part of the background image in Photoshop (or whatever program you use). Make an image for each fact--- same background, different text.
-Make an object state for each image (e.g. fact1, fact2, etc..)
3. Have 2 objects as the forward and back buttons to browse through the facts.
4. Have another object as the close button.
5. Group all the fact box stuff.
That comes to a total of 5 objects. I'd have to type up each fact myself, obviously, and depending on how many facts you want it could become very tedious. I don't intend to make more than 7 or so facts pertaining to the subject I will be using. Don't know if this helps you any but that's all I got for now.
