What version of Windowblinds are you using? {Do you have WB installed?}
Please post the system information form the WB Config to eliminate any problems there.

So the WindowBlind skin gets partly installed? Or not at all?
As Zubas said; post the system information form the WB Config so we can have a look.

You downloaded a zipfile, right? Extract that to a folder in the "skins" folder where you installed BootSkin.

You never said you were not using WB. Install WB. Come back when installed.

Theme Manager applies parts of themes using the various relevent software.

If there be icons = IconPackager needs to be installed
If there be Cursorxp = CursorXP needs to be installed
If there be Windowblinds = Windowblinds needs to be installed

etcetera, etcetera, etcetera

From the Theme Manager page: Link

Theme Manager controls other programs. It will prompt you to download programs it needs to install to apply a given theme.
