Redistribution of skins without the explicit consent of the author/s is considered copyright violation, so no ~it's not permitted.
If they're your own skins, or ones you have permission to redistribute ...go for it, Your decision.

In any case you would have to have permission of all the skin authors.
Be useful if you said why you wanted to do this as well.
