What exactly is the best software for what we do? Seeing as Photoshop CS And CS2 are way out of my price range i was wondering if Photoshop Elements would be suitable

I would go with MS Paint. All the graphical capabilities of that program are mind blowing

In all seriousness, photoshop 7 or above would be your best bet. CS2 is obviously the best one, but I am sure if you insist on purchusing the product, you could find a cheap PS7 CD somewhere.
Once you try and photoshop and get the hang of it, you'll be hooked. I find myself making random images just for the sake of using the program

There are 'old' freely accessible vers of PaintShop Pro around.....4 or 5, there-abouts.
They're as good as you'd ever 'really' need...
...until you're hooked and are willing to spend....

Time for Stardock to write license some code and integrate a graphics app to SKS. Optomize it fo skinning and sell it as SKS+. 
As an extra bonus we would get all the forum posts how Stardock is a money hungry so-and-so abusing the little man.

i use a program called "art explosion publisher pro" i picked it up @ walmart on sale for $50.00
