Scrollbar Mouseovers

The scrollbar mouseover state appears in most apps but does not work in MSOffice2k Open/Save dialogs and doesn't work in SDC's browser, maybe a couple of other apps. Is this an OS limitation or a setting I need to change (mouseover is enabled in the skin)?

LOL, right after I posted this I opened a Word Open/Save dialog and the mouseover worked! I've never seen it work there. Looks like a WC post is needed for this feature to be enabled. 
Still doesn't work in SDC here for some reason, though.
