If you want a dock item to open a menu, you make a folder and put all the links (shortcuts) you want in the menu into it and then create a dock item out of the folder and check the "Show As Menu" box in the item properties.
I've been using Object Dock for quite a long time without the Windows Start Menu or taskbar. It's highly adaptable given a little thought.
