none of my programs start.

so my problem: none of my programs run. i'll click on it, get an hourglass for a second or two, and nothing. and i can't download anything either. i've tried to run numerous online virus scans and none of them work because any software or components downloaded won't run, so nothing works.
any help will be greatly appreciated, i'm desperate.

You should be able to enter safe mode by pressing [F8] when teh Windows logo shows at boot.

If you can get to the run command line either in normal startup mode, or safe mode, you can perform a clean boot and add processes until you narrow down the issue.

Note - "Win-Key+R" brings up the run line.
Some programs may not load due to services being disabled, but many should start, especially "Notepad", etc.
