WHY WONT IT WORK?

Okay, I have two dilemas:
1.) Occasionally when I log on or leave my computer for a long time I get a screen that looks like this:Link
what do you think i should do?
2.)Also i have a dell inspiron 700m and i do believe that my cd drive is a dud. Perhaps only 15% of the time does my drive recongize a cd, not even acess the data on it. do you have any reccomdations as to where i should get it repaired/replaced?
By the way, i made the wallpaper behind it, if your'e interested lemme know.

2) Have you gone to the Dell website? I'll bet there is an update for your cd rom that might fix it.
