pdc03 icons effect for desktopX

Is it possible to make (SpinningBox effect) through DesktopX...I am making a vista DX theme...thought i'll put that animation in my startmenu.you know when you rollover the mouse on startmenu ...........Icons spins on top of startmenu.
Hover effect is possible and i can easly put (through DesktopX) but thats simple...
what effect pdc03 startmenu has?...what it's called?
i have seen few similar avatars animation ...but nobody has implimented in anyway for windows.
it don't matter if it's fake or flash based...tell me if it's possible in desktopX.
flash,java,html,VB...etc can be used in DX.
