i got this kewl pic from http://www.skinbase.org/rate.php?id=24995 and i want to make it a bootskin. how would i go about doing this?

The proper procedure is to email the original author to get permission to alter their work. Like Tominated said. An image like that will not look very good when turned into a bootskin. No harm in trying though.
