The top icon bar is a program call ObjectDock and you can get it at https://www.stardock.com

The OD background was made from the same images of the skin but it was never released. I will upload it by the end of the day.
The OD icons are Matrix by Jkorp, I downloaded all the icons and then edit the colors via PhotoShop.
