It's not a theme. It's a screenshot. You have to download the windowblind GPod by doing a search for it here on the site, the Red Cardinal IconPackager, and the Hals Eye Winamp skin. They all have to be applied separately and you have to have IconPackager and WindowBlinds installed.

NickNuts, I think it might be WindowFX, but I'm not certain...wait for PsYk0 to be certain. Thats what I use for transperancy.
