DuffMastaJ: The program that is displaying the weather is DesktopX. You can download DesktopX from here: https://www.stardock.com/products/desktopx/. The windowblind is Multipass Carbon by MikeB314. You can download the Multipass Carbon windowblind from here: https://www.wincustomize.com/viewskin.aspx?LibID=1&SkinID=4501.
