This is IE 7 Beta not IE 6. Not a skin it is the actual browser. Microsoft is offering it for download and testing.

The one he has depicted in the picture is IE7 Beta 2 (version 5299). The one that's been floating around the internet is beta 1 that still had the green XP buttons.
