I just downloaded it and it works ok. 
Did you copy the Logon out of the zip file to a new folder? Click on the Logon icon and it should work.

Hey! 
I realized that if using the LogonStudio program it will load it for me since clicking on the icon itself doesn't seem to work for me. But hey it works and I LIKE IT! Thanks for sharing.
