Can't tell why but right now since ratings filters for unregistered users seems to be broke, it is a one that most people normally would not see but is still, at a one should not be, the most downloaded bootskin today.
Although if I had to guess, awhile back three people where uploading version of this, wallpaper is someone else's work yet none of you had or showed had permission. Maybe someone remembered as I do and gave a low rating. Ratings which also seem to be broken, normally for journeyman or higher, no moderation, give a 3 star place holder, first user rating becomes rating. Right now this appears to be happening with all skins, for lower than journeyman first rating seems to be replacing rating instead of averaging with it.

- not too shabby. Ratings are nice but my personal preference would be the download #'s,
