The above link shows a tutorial on making bootskins, it's what I started with, I've only been doing this for a week, it's the coolest thing I've done on a windows machine in the longest amount of time. I will work on a tutorial based on my experience using tools like Windows paint (free), bootskin software(free), skinstudio software(free), irfanview (freely downloadable graphics software), searching for background images and how to created the bootskin.
