HOW DO I INSTALL A LOGON SKIN AFTER DOWNLOAD?

You need to install LogonStudio first (free) https://www.stardock.com/products/logonstudio/ after you have it installed and rebooted the computer you have to either

1) double click the downloaded file (if the file is in logonXP format) or

2)change the extension from zip to logonXP (right click on the file and 'rename'), or

3)sometimes you will have to actually unzip a file and you will find the logonXP-file in there (double-click on it).

To see the extension of your file open your Windows Explorer > Tools > Folder Options > View > and untick "hide extension for known file types"

Have you been able to solve your problem with Windowblinds and IE?
....and don't forget those caps!
