Why does Icon Developer associate itself with .dll files in Win 11

Icon Developer insists on being the default program to open .dll files even though it can't - WHY ?

I don't understand what's going on here. I've tried Filetypesman - x64 , to try to change the association , but nothing works, it continues to  revert back to Icon Developer as the default program for opening dll files. This is in Windows 11.  I really don't know how else to explain this , so I've included a screen capture to show what I'm talking about.  Anybody out there know anything about this and whether it can be corrected -- or not ?   Thank you.

Sorry, I have no good advice for you. I don't think Filetypesman - x64 has been updated for Windows 11 and IconPackager & IconDeveloper has not yet been updated to work with Windows 11 either, so I guess it comes with a risk running any of them.
