Preparing picture for bootskin in photoshop?

I just got photoshop and was just wondering how to prepare image for a bootskin. I have paint shop 9 and can do it in that, but this is alot different.. Any suggestions?

Image -> Mode -> Indexed color -> 16 colors, save as 4 bit bmp.

Seems like I tried something like that but when I went to save as 4 bit it wouldn't change from 8 bit...I'll try again though....

Choose Palette: Local(Selective) and Forced: Black & White. Leave everything else unchecked and none. It does the trick here
