No blinking

uhmm, I'm a bit new here, but hey, can't help it 
ok, here's the prob, I got WindowBlinds, and whenever it changes skin nicely...
however
Whenever a window activates (like a chatwindow in MSN) it doesn't blink, other people with the same skin don't have this problem, I was wondering what it could be.

I know for sure that XP has the flashing window feature, but I'm not sure that 2k does. Do they flash when you DONT use windowblinds?

Yes, they do, also when I don't skin the taskbar, just wondering if it might be XP-only that enables blinking taskbarbuttons when it's skinned
